70% dos brasileiros não possuem plano de saúde particular, mostram SPC Brasil e CNDL

Um estudo realizado pelo Serviço de Proteção ao Crédito (SPC Brasil) e pela Confederação Nacional de Dirigentes Lojistas (CNDL) com 1.500 consumidores das capitais do país revela que 70% dos brasileiros não possuem plano de saúde particular – seja ele individual ou empresarial, percentual ainda maior entre as pessoas das classes C, D e E (77%). O estudo é uma parceria do SPC Brasil e da CNDL com o Instituto Ibope e busca investigar o impacto dos gastos com saúde no orçamento do consumidor brasileiro, além de avaliar o nível de satisfação com o serviço prestado pelas operadoras.

De acordo com o estudo, quando essas pessoas precisam de atendimento, 45% alegam utilizar o Sistema Único de Saúde (SUS) e o restante (25%) arca com dinheiro do próprio bolso para pagar pelos serviços necessários.

Entre quem paga o plano individualmente (11%), a média de valor gasto mensal é de R$ 439,54. Considerando tanto quem paga o plano quanto quem tem o plano pago por terceiros (6%), quatro em cada dez entrevistados (42%) escolheram pelo preço acessível, seguido pela qualidade dos hospitais e clínicas oferecidos (33%) e recomendação de outras pessoas (22%).

Quase a metade dos que possuem plano de saúde particular (47%) afirmam que são contratados com coparticipação – quando parte dos procedimentos e exames são pagos pelo associado. E quando o plano de saúde contratado não cobre toda ou parte das despesas necessárias com exames e procedimentos, 42% pagam particular e 14% recorrem ao SUS. “A dica para quem pretende contratar essa modalidade é estudar se o modelo de coparticipação realmente vale a pena, levando em consideração o perfil do usuário do plano, bem como a frequência de consultas e de exames necessários”, orienta Marcela Kawauti, economista-chefe do SPC Brasil.

Outros 48% dos que pagam o plano individualmente alegam abrir mão de algo em seus orçamentos para pagarem o serviço de saúde.

“Os dados mostram que o plano de saúde é considerado uma prioridade para grande parte de seus usuários. É um serviço de primeira necessidade,
relacionado aos cuidados de um bem maior, que é a vida. É tanto que a taxa de inadimplência declarada é baixíssima”, afirma Kawauti. “A pesquisa mostra que 97% dos entrevistados estão com os pagamentos de suas mensalidades em dia”, revela.

De acordo com o levantamento, 74% não possuem nenhum tipo de reserva financeira para imprevistos e, entre os que possuem (26%), somente 4% é designada exclusivamente para saúde. Para o educador financeiro do SPC Brasil e do portal ‘Meu Bolso Feliz’ José Vignoli, reservas financeiras permitem que as pessoas possam encarar situações emergenciais com mais segurança e tranquilidade. “Reservar uma parte do rendimento mensal para criar um fundo de apoio pode ser fundamental para lidar com um imprevisto de saúde na família que demande medicamentos mais caros, cirurgias, internações ou procedimentos que não são cobertos pelo plano, no caso de quem possui o serviço. Uma coisa é certa: aquele que não poupa e não tem reserva acaba lidando com dois problemas delicados: o de saúde e o financeiro”, afirma.

A grande maioria (80%) afirma não fazer nenhum tipo de controle formal de gastos com saúde e 25% já tiveram o nome incluído em serviços de proteção ao crédito por motivos de saúde no último ano, sendo que 18% ainda estão nesta situação. O principal motivo para isso foi a perda do emprego (37%) e gastos fora do planejamento sem ter reserva financeira para pagar as despesas (19%).

Segundo o estudo, 73% das pessoas que possuem planos de saúde particular e pagam individualmente acompanham os reajustes de valores e 51% acham que esse reajuste é abusivo. O educador financeiro explica que os limites para reajustes anuais são estipulados pela tabela da ANS, a Agência Nacional de Saúde, responsável pela fiscalização do setor. “Sempre que um plano sofrer reajustes acima deste limite, o consumidor deve procurar um advogado especialista e orientar-se para rever o reajuste aplicado”, orienta Vignoli.

Gasto médio mensal com medicamentos é de R$ 138 – genéricos são os mais priorizados

Cerca de 27% dos entrevistados fazem uso de algum medicamento de uso contínuo ou periódico; sendo que 43% recebem do SUS e 51% pagam por eles, e o gasto médio mensal é de R$ 138,32. A pesquisa mostra que os genéricos são o medicamento priorizado por 68%.

A pesquisa de preços de medicamentos antes da compra é feita por 62% dos entrevistados, sendo mais frequente a pesquisa pessoalmente na farmácia (29%). Sete em cada dez pessoas (69%) tiveram algum gasto com saúde nos últimos três meses da realização da pesquisa, principalmente com remédios (45%) e exames (21%); e segundo os entrevistados, tais gastos estão dentro do orçamento para 57% e extrapolaram para 42%.

69% afirmam estar bem atendidos pelo plano de saúde

O levantamento também buscou avaliar o nível de satisfação do serviço prestado pelas operadoras de saúde com os que contratam o plano particular: 69% dizem que estão de alguma maneira bem ou muito bem atendidos em suas necessidades, sendo 8 a nota média para a satisfação com a qualidade dos serviços dos planos de saúde.

Entre aqueles que não possuem plano de saúde atualmente, 60% nunca tiveram este tipo de serviço e entre os 39% que já tiveram no passado, 32% relatam desligamento da empresa que pagava o benefício e 25% cancelaram por não terem mais condições de pagar as mensalidades.

Considerando os entrevistados que não possuem plano de saúde particular e costumam recorrer ao SUS, é grande a insatisfação quanto ao atendimento de forma geral. Em uma avaliação de 1 a 5 foram atribuídas as seguintes notas:

– Qualidade técnica do profissional que atende: 2,74

– Disponibilidade de medicamentos gratuitos: 2,32

– Presença de médicos especialistas: 2,14

– Estrutura física de atendimento dos hospitais e postos de saúde: 2,13

– Rapidez no atendimento de urgência/emergência: 2,06

– Facilidade para agendar consultas: 2,02

– Tempo de agendamento de consultas: 2,01

– Tempo de agendamento de cirurgias e exames: 1,79

Para mais da metade dos entrevistados (56%), a saúde pública no Brasil piorou nos últimos 12 meses. Para eles, o maior receio para o futuro da saúde no Brasil é não receberem tratamento adequado caso adoeçam (66%), seguido da piora da qualidade do atendimento médico (59%).

Metodologia

A pesquisa foi realizada pelo Serviço de Proteção ao Crédito (SPC Brasil) e pela Confederação Nacional de Dirigentes Lojistas (CNDL) em parceria com o Ibope e ouviu 1.500 consumidores em todas as capitais. A margem de erro é de no máximo 2,5 pontos percentuais para um intervalo de confiança de 95%.
